Commissioned by the Netherlands Red Cross, TransCity uses both community and programmatic advertising to promote the WhatsApp Helpline for non-Dutch speakers. The target group includes asylum seekers and recognized refugees who do not speak the Dutch language well enough. There are WhatsApp numbers for Arabic, Turkish, Polish, English, French and Spanish language speakers. In 2021, these helplines were primarily staffed to answer questions about corona.

In March 2022, a WhatsApp Helpline was added in the Ukrainian and Russian lanuage. It is intended for requests for help from recent refugees from Ukraine. Help requests are answered from Monday through Friday between 9am and 5pm.  Targeting is done via the Ukrainian and Russian language settings on smartphones, tablets and laptops, but also on the basis of target group-specific keywords/tags.
